  • Initial appointments of Category A officers of the rank of Deputy Directors & above, plus Principals and Heads of Department of Polytechnics) on the recommendations of the Punjab Public Service Commission.
  • All cases including service matters and transfers of category A officers (relating to Deputy Directors and above Principals and Heads of Departments regarding completion/ extension of probation period, dispensing with their services during probation period. Confirmation, Promotion, Seniority cases, disciplinary cases involving suspensions and revocation, major and minor penalty, cut in pension, efficiency bar, gratuity, acceptance of resignation.
  • All cases of compulsory/ premature retirement of Category A officers of the rank of Deputy Directors& above, plus Principals and Heads of Department of Polytechnics.
  • Finalisation of Annual/ Five-Years Plans of the Department.
  • Disposing of policy matters relating to the affairs of P.T.U. 11

Financial Powers

  • To sanction non-recurring expenditure not otherwise provided for in this rule (other t than expenditure on installation of new telephone)
  • To sanction contingent expenditure of a recurring expenditure up to Rs. 18000/- per annum
  • To sanction payment of demurrage warfare charges out of contingencies up to Rs. 5000/-
  • To sanction payment of rent for houses or land for other land residential purposes i.e. for ordinary office accommodation etc. up to Rs. 5000/- per mensal.
  • To sanction local purchases of Indian manufacture where no rate contrasts of the controller of Stores Punjab exists up to Rs. 800/- in each case.
  • To sanction direct purchases of stores from the local market after exhausting all the approved sources of supply and rate contract arranged by the controller of store Punjab
  • To sanction the purchase of Ferro chemicals up to limit of Rs. 1500/- a year for each Ferro Printing Office.

d. Cases to be disposed at the level of Additional Director, Department of Technical Training (Technical Education Wing), PUNJAB.

3. The procedure followed in the decision making process, including channels of supervision and accountability. 
a. The procedure followed.
At Head Office level.

The directorate is involved in planning, coordinating, monitoring and evaluation of Technical Education Programmers, maintenance of standards, administration, direction, budgeting and auditing and implementation of Government policies pertaining to development in Technical institutions.
The director is also competent authority in manner of ex-India leave, promotions, transfers and cases of appeal and punishment and policy matter with regard to group C and D posts. For group C, he is also the appointing authority. At Field Level
In the field, Principal of the polytechnic is responsible for overall planning and management of the academic and administrative activities of the institutes including optimal utilization of resources. Principal is the implementation authority of plans and policies of the Government notified from time to time. Principal performs the duties of the head of the office at the institutional level. He is the competent authority for all cases of group D employees. Cases of group A, B and C also require the approval of Head of institute before sending for the final approval at the head office.

b. Channels of supervision and accountability
In the head office PUC (Office letter) is dealt by Senior Assistant/Junior Assistant, Who puts up the file to the Superintendent who in turn submits this case to Assistant director/ Deputy director. Routine cases are finalized at the level of Additional Directors whereas important cases are sent to the director for the further approval.
In the field head of the institute/ Principal acts has head of the office. Some cases are disposed at the level of Principal and the cases, which require approval of Director or Government, are sent to the Head Office by the Principal.

About Institution
The scenario in the world of technology was in a dynamic state with repaid & continuous introduction of new technologies & advancements in existing technologies in mid 30’s.At that time our country needed to have high quality manpower with technical skills. This need for technical manpower prompted Late Er. D.D. Ghay to start an Engineering Institution in June 1933 as Provincial Institute of Engineering at Hoshiarpur. After the partition in 1947, the institute was reorganized by a Private Management under the name “National Institute of Engineering’, Hoshiarpur. The private Management ran this institution till July 1962 in a private management handed over the institute to Punjab Govt. on 01- 07-1962. The Punjab Govt. shifted the institution to the present Govt. owned campus and named it as Jagat Ram Govt. Polytechnic, Hoshiarpur in order honour an imminent freedom fighter of the area Late Jagat Ram ji.
At that time the institute was running Diploma courses in three disciplines i.e. civil, Electrical and Mechanical with a total intake of 120 students in 1974-1975 a two years Diploma course in Commercial Practice and Stenography (in English) was introduced.
